Does clothing decides who is cultured or uncultured ?

Is it hypocricy or just mentality ?
We accept any female in India who is wearing a traditional clothing as a cultured and well charactered girl .But to be frank we all know that saree is one of the most provocative clothing in history of fashion for girls .
But we accept it in the name of tradition but always criticise a girl who is wearing outfit such as tank tops and low waist jeans .
Tatoos are done by Indians in ancient days . In rajastan women tatoo names on thier face wrist and hand and we call it tradition but if a girl who does a tatoo and wear a tank top , sleeveless tshirts and a jeans we call them anti social ….
Think about it …..
Its all about the mindset we have ….
